Angela Adams

Angela Adams, CEBS, SPHR, SHRM-SCP
Director, HR Services, HR Source

Angela Adams, CEBS, SPHR, SHRM-SCP, Director, HR Services, has been with HR Source since 2000. Angela has expertise affirmative action programs and general HR services. She also provides assistance in training for member organizations.

Angela has worked in human resources 20 years. She holds a Bachelor of Arts from the University of Illinois at Urbana-Champaign and a Master of Science in Human Resources Management from Boston University. She is a Senior Professional in Human Resources (SPHR) as designated through the Human Resource Certification Institute and a Certified Employee Benefits Specialist (CEBS) through the International Foundation of Employee Benefit Plans, as well as a Senior Certified Professional (SCP) through the Society for Human Resources Management (SHRM).


Candace FisherCandace L. Fisher, SPHR, SHRM-SCP
Certified Coach, Director, Organizational Development, HR Source

Candace Fisher is the Director of Organizational Development at HR Source. In this role, her responsibilities include assisting members with design and implementation of training and development programs for their Human Resource staff, supervisory and non-supervisory employees. In addition, Candace facilitates various training sessions at HR Source, including sessions in Spanish.  She advises members and assists with organizational issues such as management coaching, change and performance management. She provides human resource, employee relations and supervisory/management services for member organizations via the HR Hotline.

Prior to working for HR Source, Ms. Fisher was a Human Resource Manager and an HR Generalist for various organizations in the greater Chicagoland area. Her background includes work in training and development, employee relations, labor relations, benefits negotiation and administration, recruiting, workers’ compensation and overall strategic management of the Human Resource function.

Ms. Fisher obtained a Bachelor of Science degree with honors in Business Administration and a Bachelor of Arts in Spanish from the University of Illinois, Urbana, as well as a Masters in Business Administration from the University of Illinois, Chicago.  She is a Senior Professional in Human Resources (SPHR) as designated through the Human Resource Certification Institute, a Senior Certified Professional (SHRM-SCP) as designated through the Society for Human Resource Management (SHRM) and a Certified Coach.


Jim GriffinJim Griffin
Employment Counsel, HR Source

Jim Griffin is an employment attorney for HR Source, a professional organization providing human resource solutions for member organizations for over 100 years. In his role, Jim regularly works with members to provide thoughtful advice regarding their pressing employment law and human resources matters, including complaints of harassment or discrimination, medical leaves of absence and accommodation requests, employee discipline and discharge, and wage and hour law compliance concerns. Jim helps members develop separation and other employment agreements, employee handbooks, and training programs. He also represents employers before the EEOC, the IDHR, the IDOL, the USDOL and other state and federal agencies.

Prior to joining HR Source, Jim worked at a plaintiffs' employment law firm, where he handled federal and state class action, multi-plaintiff, and individual cases related to employment discrimination, wage and hour issues, and other employment-related claims.  

Jim graduated cum laude with a J.D. from Chicago-Kent College of Law.  Jim has a B.S. in psychology from the University of Illinois, Urbana-Champaign. 


Chris Halsor

Chris Halsor
Criminal defense attorney, former prosecutor, expert on all aspects of legal marijuana, including marijuana DUI

Chris Halsor is a Colorado attorney who has been practicing for 18 years. A former long-time prosecutor and now criminal defense attorney he is also one of the country’s foremost experts in legal marijuana.

Mr. Halsor began his legal career as a line prosecutor working in a large Denver suburban area DA’s Office for eight years having tried all types of misdemeanor, juvenile and felony offenses. He then spent six years working for the Colorado District Attorney’s Council where he served as the state’s first Traffic Safety Resource Prosecutor (TSRP) providing training to Colorado law enforcement and prosecutors surrounding all facets of impaired driving. He continues to act in a similar capacity as a contract attorney with the Nevada Attorney General’s Office where. 

For nearly a decade Mr. Halsor was on the front lines of Colorado’s trailblazing foray into legal marijuana and has developed an expertise in the many different and complicated of facets of legal marijuana. He served as a member of one of Colorado Governor’s regulatory committees addressing marijuana infused edibles and was a substitute member of the committee on grow limitations. He provides consulting to state, local governments on marijuana policy and the many unforeseen legal and policy issues that come with legalization. Mr. Halsor lectures and provides conference presentations around the U.S. and internationally on the subject of legal marijuana. His approach is to try and provide the most objective information and assessments on the subject without taking an advocacy position in favor of or against legalization. 

He is also the creator and lead instructor of Marijuana Impaired Driving, a course designed to teach law enforcement officers and prosecutors how more effectively investigate marijuana impaired driving cases. One of the most unique features of this course is that it includes a GREEN LAB where volunteers are dosed with marijuana and officers are allowed to perform SFSTs, and other maneuvers as well as interview the users. It is the only class of its kind in the country.  

In addition to his work on the criminal side of the marijuana question, he also lectures and trains on the regulatory aspects of legalization particularly on the municipal and county level addressing the challenges facing local governments in how the adapt and institute meaningful oversight.  

Mr. Halsor is an Adjunct Professor of Law at the University of Denver Sturm College of Law, where he teaches criminal law. He is also a faculty member for the National Judicial College.


kelly Hayden

Kelly Hayden
Chief Legal Counsel, HR Source

Kelly Hayden is Chief Legal Counsel for HR Source, a professional organization providing human resource solutions for member organizations for more than 100 years. In her role, Kelly provides representation to employers before the Illinois Department of Human Rights, the Illinois Human Rights Commission, the Equal Employment Opportunity Commission, the Illinois Department of Labor, the US Department of Labor and other state and federal agencies. She also assists employers with hiring, discipline, and termination procedures; preparation of employment agreements; and the drafting and reviewing of employment policies and handbooks. She provides employment law compliance training for managers, supervisors, and HR professionals covering many topics including harassment, discipline and discharge, the FMLA, ADA, social media, employee handbooks, interviewing and hiring and drug and alcohol testing. As a representative of HR Source, Kelly frequently lectures to professional organizations on numerous employment law topics and contributes to the association’s website and has authored articles in numerous trade journals.

Kelly has a J.D. from the Indiana University Maurer School of Law and a B.A. in English and psychology, also from Indiana University. Kelly is admitted to practice law in the State of Illinois and before the Northern District of Illinois, the United States Court of Appeals for the Seventh Circuit and the United States Supreme Court.  Kelly came to the Association from a large Chicago law firm where she practiced for nine years defending employers in employment discrimination trials. Kelly is a member of the American Bar Association and its Section on Labor and Employment Law. Kelly has also served as a fire commissioner for the Village of Frankfort Fire Protection District for more than 10 years.

Kathryn O'ConnorKathryn O'Connor, PHR, SHRM-CP, CCP, GRP
Director, Compensation Services, HR Source

Kathryn O'Connor, PHR, SHRM-CP, CCP, GRP is Director, Compensation Services, for HR Source. Kathryn consults with employers on compensation system design, job evaluation systems, market benchmarking practices, and performance management systems. Kathryn also provides compensation, human resource, and supervisory/management training services for employers a consultant and via the association’s HR Hotline. Kathryn holds a Bachelor of Arts in Economics from Northwestern University.



Sonal ShahSonal A. Shah
Senior Employment Counsel, HR Source

Sonal is Senior Employment Counsel for HR Source, a professional organization providing human resource solutions for member organizations for more than 100 years. As part of her practice, Sonal has represented employers against wrongful discharge and discrimination claims in front of the Equal Employment Opportunity Commission, the Illinois Department of Human Rights, and the Illinois Human Rights Commission. Sonal also has significant experience counseling employers on properly complying with the law and managing their workforce; preparing employment and severance agreements; drafting/revising disciplinary and termination notices; and crafting employment policies and handbooks. In addition, she provides employment law compliance training for managers, supervisors and HR professionals. Sonal also contributes to the Association’s monthly newsletter and website.

Sonal came to HR Source from a large Chicago law firm where she represented public and private employers, from the smallest private companies to corporations exceeding 10,000 employees, on a broad range of labor and employment law matters arising under federal and state law.

Sonal has a B.S. in Business Administration from The Ohio State University and a J.D. from Washington University in St. Louis.


Lauren Soderstrom

Lauren Soderstrom, SPHR
Training and Organizational Development Partner, HR Source

Lauren provides training services on a variety of Human Resource and Leadership topics for the Association and for member organizations. She also consults with members on employee relations issues. She brings over 10 years of Human Resource, Training and Organizational Development experience in the real estate and legal industries to the Association.  Lauren is a Certified Coach who works with groups and individual members to improve the contributions of talent within organizations. 

Lauren holds a Bachelor of Science from the University of Illinois in Urbana-Champaign and is PHR certified through the Human Resource Certification Institute.


Sue Winkler

Sue Winkler
Director, EngageHR, HR Source

Sue brings over 20 years of experience in Human Resources and Safety to the HR Source. In her current role, Sue is Director of EngageHR leading a dynamic team of HR professionals who provide onsite project partnering and recruiting assistance to member organizations. Sue also provides services to members via the Hotline assisting in all areas including compliance, employee relations, investigations, policy interpretation, and benefits. In addition, she assists with Employee Opinion Surveys, focus groups and training initiatives.

As a previous business owner and executive of a manufacturing company, Sue brings a unique perspective to human resources. Leading and working as part of a family owned manufacturing company has given her insight and experience in all aspects of the business including strategic planning, profitability, corporate structure, mentoring and coaching, long range planning, benefit administration, policy development and implementation, workers compensation/safety program administration, employee communication and training, and recruiting. Sue is a seasoned manager with extensive hands-on experience who understands the balance between corporate and employee needs.

In addition, Sue spent 15 years on the Board of Trustees for the Worker’s Compensation Trust of Illinois, a self-funded pooled risk program. Sue served as Chairman of the Board for several years, and was closely involved in claims management and loss control for the approximately 100 members of the Trust.

Sue earned a Bachelor of Science Degree in Psychology from Bradley University with a Business minor and is CIR certified.


Mike Zelgado

Mike Zegadlo
Deputy Chief of Police, Lewis University Police Department

Prior to transitioning into a career in law enforcement, Mike served as a university administrator for ten years where he developed numerous programs, academic curricula and systems meant to enhance student success. 

In 2006, Mike joined the law enforcement community as a police officer with the City of Naperville, adapting his skills as an educator to become an effective and innovative police trainer. Currently, Mike serves as the Deputy Chief of Police of the Lewis University Police Department.


Chief Kristen ZimanKristen Ziman
Chief of Police, Aurora Police Department

Kristen Ziman started as a Police Cadet at the Aurora Police Department in 1991. She became a sworn officer 1994 and worked in patrol, field training, community policing and investigations as a domestic violence detective before being promoted to sergeant in 2003.  She was promoted to lieutenant in 2008 and to Commander in 2010 and Chief of Police in January of 2016.

Kristen earned her Bachelor’s Degree from Aurora University and a Master’s Degree from Boston University. She has a 2nd Master’s Degree in Homeland Security from the Naval Postgraduate School. She is a graduate of the FBI National Academy #249, and Senior Executives in State and Local Government at the Harvard Kennedy School of Government, and the Senior Management Institute for Police (SMIP). 

Her passion is writing and her blog has been featured by the International Association of Chiefs of Police (IACP) and among the top police blogs. 

Kristen lives in Aurora with her family.
